FS#741 - Implement ban like functionality for quiets

Hi,

Recently freenode has moved to ircd-seven (based off of charybdis) and has implemented quiet bans using cmode +q. Originally they were normal bans with % in front.
This is all fine but I would like to request a similar /ban functionality for /quiet.
For example:

This allows me to /unban 2 to remove the *!*@test2.com ban.

With quiets I get the following:

Obviously a /quiet and /unquiet alias can be created, but I would like to request the similar ban functionality for quiets, it makes it much easier to manage channel quiets.

This task does not depend on any other tasks.

And the same would be useful for ban exceptions and invite list (+e and +I). If we do this for two mode lists, it makes sense to do it for all of them...

This requires a small modification to the ircd (for freenode). Charybdis has got two new numerics (as per changeset 1310:1c4c0f42b6ba) and spb has said that Freenode will pull in the changes in the near future.
