FS#726 - PROMPT statusbar items handled oddly when multiple are visible

Irssi allows but appears not to fully handle PROMPT statusbars as type WINDOW and visible ALWAYS, when multiple splits are visible at once. Cursor doesn't jump to the active split properly, and the prompt line remains with the cursor in the middle of the otherwise-redrawn scrollback buffer if an active top split is collapsed.

This phantom prompt issue is cleared on a ^L redraw.

Perhaps have prompt items synchronize their contents but hide when inactive? Preventing statusbars with PROMPT items from being set type WINDOW while visible ALWAYS seems a bit severe...
