FS#713 - window_left and window_right behavior changed in recent versions

In previous (? last noted was 0.8.12) versions, the default meta-left/right bindings of window_left and _right cycled through the windows that were either sticky to (or had last been displayed in) the active split. The behavior appears to have been changed in 0.8.14 to eliminate the "or had last been displayed in" clause, leaving only windows actually sticky to the current container.

This, combined with the absence of "/set windows_default_sticky" or any variation, leaves newly created windows off the meta-arrows list until they are stickied.

Resolution: the current behavior is a useful one, but perhaps only in tandem with the previous. Maybe a toggle setting to allow more pervasive "make windows sticky by default", or a toggle to affect the behavior of the window_left and window_right commands.

This task does not depend on any other tasks.
