FS#688 - Allow proxy binding to multiple addresses/interfaces/net layers

Hi,

currently it is only possible to bind to one specific hostname/address using irssiproxy_bind for the proxy module.

It would be great to see this changed in two ways:

1. irssiproxy_bind SHOULD support multiple addresses/hostnames separated by a blank character, just like irssiproxy_ports.

2. irssiproxy_bind SHOULD support both IPv4 and IPv6 addresses, even mixed statements. When providing a hostname, resolve_prefer_ipv6 MUST be respected.

Using this, IRSSI proxy could be used to bind on both IPv4 and IPv6 globally at the same time. This is necessary, when the Linux Kernel's bindv6only option is activated. In this state, only IPv4 OR IPv6 can be used at a time.

Thus, /set irssiproxy_bind :: 0.0.0.0 would fix this problem as well. (Also, this is meant by "mixed statements.")
