FS#586 - Proxy attempts IPv6 connections even when support isn't compiled in.

Problem:
irssiproxy appears to attempt to use ipv6 addresses, even when ipv6 support was opted-out at compile time.
strace revealed this:
socket(PF_INET6, SOCK_STREAM, IPPROTO_IP) = -1 EPROTONOSUPPORT (Protocol not supported)

Workaround:
Use irssiproxy_bind, set to an ipv4 address.

Background:
The box used when encountering this problem is a FreeBSD 6.2-RELEASE box, hosted at a datacentre.
My kernel has ipv6 compiled in, but currently has no ipv6 addresses assigned (I didn't remove v6 as the host will have to support it eventually!).
I did, however, use the FreeBSD ports system to compile irssi with proxy, and without ipv6.

This task does not depend on any other tasks.
