FS#199 - [PATCH] implement Window::set_sticky method in perl

In my configuration, I prefer to maintain a separate (sticky) window for each server. When a server craps out, I want all connection/reconnection/disconnection notices to be printed in this window. The implementation of a set_sticky() method allows me to set up all "sticky server" attributes during startup from perl.

This task does not depend on any other tasks.

but using $window->command("/window server -sticky <tag>") would do the same, right?
